About Tropico 5 - Penultimate Edition
Third island in, my rum economy collapsed because I'd built two distilleries and exactly zero sugar plantations to feed them, and the reload cost me forty in-game years. That is the loop this pack plugs into: it needs Tropico 5 installed to do anything, because it is an add-on bundle rather than a standalone city builder. What it stacks on top is the Penultimate Edition's collection of DLC content (extra campaign missions, buildings, avatar cosmetics, sandbox maps), and since the contents are not itemised in the data I have, check the store listing for the exact manifest before you commit. Worth it for completionists who already play El Presidente past the Cold War era. Everyone else can skip it.
