It sits above the consumer-facing "Home & Business" and "Professional" retail editions and is the edition historically volume-licensed to enterprises, though product keys circulate widely through authorised resellers and secondary markets.

It targets business users who need the complete desktop productivity stack and do not want to commit to a Microsoft 365 subscription.
