Propaganda! is a single-mission DLC pack for Tropico 4 that leans hard into the absurdist Cold War satire the base game does so well. The premise: Tropico has been invited to an International Communist Propaganda competition, and your job is to out-bluster the big players by converting slogans into policy and policy into iron-fisted loyalty. It is a narrow addition, but it introduces two concrete mechanical pieces that actually change how you manage approval ratings. The headline feature is the Propaganda Tower, a new building that functions as a suppression and conversion tool. Plop one down near a protest hotspot and it starts chipping away at dissent while nudging fence-sitters toward the loyalist column. If you have spent any time optimizing faction happiness in the base game, you already know how fragile that balance gets in the mid-game when faction demands start conflicting. The Propaganda Tower gives you a blunt instrument where previously you only had diplomatic finesse. It is not a deep mechanical overhaul, but it slots neatly into existing build strategies, especially if you run authoritarian playstyles that sacrifice liberty stats for stability. The PR Specialist trait is the other addition, and it is the more interesting of the two from a decision-making standpoint. Traits in Tropico 4 shape El Presidente's governing identity from the opening screen, so adding a new one expands character-build variety in a small but meaningful way. A PR Specialist Presidente gets enhanced brainwashing efficiency, which effectively makes your propaganda infrastructure scale better. For players who treat the trait selection screen like a draft pick, this is welcome even if the effect is situational. Here is the honest accounting though: Propaganda! is thin. One scenario, two new mechanics, a handful of Steam achievements, and trading cards. There is no new campaign thread, no branching mission structure, and the scenario itself is unlikely to take more than a couple of hours even if you play slowly and enjoy the satirical flavour text. The AI competition framing, facing off against other propagandist nations, sounds more elaborate than it actually is in practice. It is more of a backdrop than a genuine multi-faction rivalry system. Newcomers to Tropico 4 should absolutely start with the base game and probably one of the larger DLC packs before circling back here. Veterans who have cleared the main campaign and want a quick excuse to fire up a fresh playbook might get some mileage out of it. From a mod-ecosystem angle, there is not much to say. Tropico 4 has a modding community but it is not expansive, and this DLC does not add assets that modders have picked up in any notable way. What you see is what you get, and what you get is a narrow slice of banana-republic comedy with a functional if modest mechanical hook. If you are a committed Tropico 4 completionist or you genuinely enjoy the game's political satire enough to want one more themed scenario, Propaganda! delivers exactly that, nothing more.
