Civilization shipped its scenario editor inside the box. Mohawk went the other way here, and the practical consequence is simple: this toolkit does nothing on its own, and needs Offworld Trading Company installed to run at all. What it adds is the authoring layer for that market sim, letting you assemble custom scenarios and starting conditions and publish the result through Steam Workshop for other players to load. The store listing carries the exact contents, and I would read that list before assuming a specific tool is in there. Who it is for: the narrow slice of players who treat Offworld as a sandbox for designing economic puzzles, plus anyone already making community content who wants it findable. If you queue into multiplayer, run skirmishes, or play only what ships with the base game, this changes nothing about your session. Skip it without guilt.
