It is a faction add-on, so it needs Company of Heroes 2 installed to do anything at all. It unlocks the Oberkommando West as a playable army in multiplayer and skirmish, with its own unit roster, structures and commander options rather than any new single-player missions. Workshop support, achievements and the level editor carry over from the base install. The store listing carries the exact unit and commander breakdown.
