Cheap and single-purpose, and honest about it: this is an add-on for Bus Driver, so the base sim has to be installed before the pack does anything at all. What Tourist adds is a themed slice of driving content layered onto the existing game, and because it ships without its own description, the store listing is the only reliable place to see the exact item list before you commit. If you already run routes in Bus Driver regularly and want a few more reasons to fire it up, that is the audience here. If you have never touched the base game, get that first and treat this as a later decision.
