If you're grinding M+ dungeons or pushing mythic raids, the gameplay is there. If you're solo-questing or casual, the story missions and zone exploration hold up beautifully until you hit the soft cap. The real question: are you playing to experience a new world, or to keep pace with the gear tiers? Shadowlands excels at the former but demands commitment for the latter. Casual players will find plenty of narrative meat; hardcore raiders and mythic-plus grinders will find the systems feel more punishing than previous expansions.
