About Tropico 4: The Academy
Set Tropico 4 beside Cities: Skylines and the split is immediate: Skylines wants you to solve traffic, Tropico wants you to survive an election. The Academy is a scenario pack rather than a new sandbox, dropping you on Isla Guerra with a budget crisis, a rebellion, and East Point Academy turning out cadets while an invading army masses offshore. That military framing narrows the usual decision space: you optimise for soldiers and stability, not tourism yields or teamster routes. Which is roughly where that 62 percent sits. The loop underneath (edict timing, faction balancing, the eternal shortage of educated workers) still works, and if you own the base game this adds a couple of evenings of tighter, more scripted play. But it does not improve the AI, does not widen the sandbox, and newcomers should start with Tropico 4 itself. Come here once the main campaign is genuinely spent.
