Tropico 4: Propaganda!
A 2013 Tropico expansion that leans hard into absurdist propaganda mechanics, if you already own the base game and want more island scheming, it's a quick diversion; if you're new, grab Tropico 5 instead.
GamerScout Verdict
Quick, theme-heavy expansion for Tropico 4 veterans; skip if you're new to the series.

Every store in this table quotes us in euros, so the EUR figure is the price the seller actually set, not our arithmetic — which is why EUR is also the currency we rank in. We only list an offer here when the store gives us its price in euros, so nothing in this table is a number we invented.
Pick USD, PLN, GBP, CAD or AUD in the header and we convert from EUR at the European Central Bank reference rate — converted amounts are prefixed with ~. Your bank or the store may apply a different rate at checkout. We never hide offers based on where you are: everyone sees this whole table.
We may earn a commission when you buy games through links on this page — at no extra cost to you. It never affects our rankings or verdicts.

About Tropico 4: Propaganda!
Propaganda! is a mid-tier expansion to Tropico 4 that adds the Propaganda Tower as your main new tool for converting citizens and suppressing dissent through laughably over-the-top slogans. The core loop remains unchanged: zone buildings, manage treasury, keep your banana republic running while balancing factions. The new PR Specialist trait lets you brainwash populations directly, which is mechanically straightforward but fits the theme well. It's a solid add-on if you've already sunk 40+ hours into the base game and want fresh content without relearning systems. The catch is that this expansion doesn't fix what holds Tropico 4 back: the AI is predictable, late-game becomes repetitive once you've figured the optimal build order, and there's no grand-strategy depth to chew on. At 110-160 words of tight simulation, it's filler masquerading as a full expansion. Solo players who love absurdist dictator sims and don't mind shallow mechanics will squeeze 8-10 hours out of it. Everyone else: Tropico 5 or 6 is a better entry point if you're starting fresh.
