The first hour is guesswork, the fifth is arithmetic, and somewhere around the tenth you are calling shots before the scope has even settled. Structurally it runs on contracts. Each map is a large sandbox with a handful of named targets, secondary objectives, several viable insertion points, and no strong opinion about the order you work through them. You pick an approach, glass the area, mark what matters, and build a plan around sightlines and patrol timing. The maps are big in a way that rewards patience instead of exploration for its own sake. Elevation, distance, and hard cover matter far more than poking into every building. Because contracts are scored and re-enterable, the replay loop is genuine rather than a checkbox. My cleanest runs were always second or third attempts, once I knew where the guards looped and which perch let me drop two targets without repositioning. What doesn't work is nearly everything that happens after you are spotted. Close-quarters combat is stiff and joyless, enemy behavior at short range swings between oblivious and telepathic, and a blown approach usually collapses a tense stalk into a scrappy firefight you would rather reload than finish. The story is thin to the point of being furniture, delivered in briefings you will start skipping by the third contract. There is a sameness to the mission beats as well: infiltrate, recon, eliminate, exfiltrate, repeat. Play it in two or three hour sessions and the structure holds up fine. Play it in long marathons and you can see the wallpaper peeling. The Arsenal Edition wrapper doesn't change any of that math. The core loop is the reason to be here, and it is strong enough that an 84 percent positive rating across roughly fifteen thousand Steam reviews makes complete sense to me. The people who want this specific thing get precisely what they came for, and the people who wanted a modern military shooter with momentum are the ones writing the negatives. If you enjoyed the slow stalking half of the Sniper Elite games but wished the shooting itself demanded more from you technically, this is a comfortable landing spot. If you want personality, a plot worth following, or gunplay that survives contact, you will bounce off it in a single evening and that is a fair reaction.
