Think of this the way you'd think of a Total War campaign map add-on rather than a proper expansion: it changes the board, not the rules. This is the Cradle of Civilization pack for Mesopotamia, and it needs Sid Meier's Civilization V installed to do anything at all. What you get is scenario-style map content built around the Fertile Crescent, the river valleys and chokepoints that made the region a real-world start bias, so check the store listing for the exact map count and sizes before you commit. Mechanically nothing changes. No new civs, no new units, no new policy trees, just terrain that pushes you toward early river cities and tight land borders instead of the sprawling continents the random generator hands you. That constraint is the appeal if you like reading a map before your first settler moves. Everyone else can skip it, especially since the Workshop is full of free historical maps of similar quality. Buy it if you want the Civ V library complete, or if you specifically want an authored Mesopotamia start without hunting through mod pages.
