I came into Rising Tide with cautious optimism, because the base game left a lot of Civ fans cold, myself included. Beyond Earth always felt like a promising concept wearing a borrowed coat, and the first expansion had real pressure on it to prove the series could stand on its own. On balance, it delivers more than it stumbles. The headlining addition is aquatic gameplay, and it is more interesting than it sounds. Floating cities are not just land cities with a splash of water, they actually move. You spend turns repositioning them across the ocean, and every hex they sail into becomes your territory automatically. The trade-off is real: aquatic settlements pump out energy and culture efficiently but struggle to defend themselves and are slow to produce land and air units. Picking when to anchor versus when to drift makes for genuinely tense decisions you do not get from a landlocked campaign. That said, if you load up a map without much water, a large chunk of what Rising Tide offers simply does not come into play, which is worth keeping in mind when you set up your game. The diplomacy overhaul is the more quietly important addition. The old Beyond Earth system was thin and opaque; Rising Tide rebuilds it around Diplomatic Capital, a new resource you spend to unlock and swap Leader Traits, shift your stance toward Fear or Respect with rivals, and broker deals tied to each faction's personality. You can now read the room before proposing a treaty, which makes the AI feel less arbitrary and alliance-building feel more like a deliberate strategy rather than a dice roll. The reworked Affinity system also lets you mix Purity, Supremacy, and Harmony into hybrid paths, opening up build variety that the base game locked behind rigid ideological lanes. Post-launch patches added a spoils-of-war system and a black market for spending Diplomatic Capital, which filled out some gaps in the original release. Where Rising Tide still falls short is depth for experienced players. Veterans will find the AI difficulty curve softer than expected, and several older Wonders remain underwhelming even after the expansion touches up the surrounding systems. The core loop is still Civ V in sci-fi clothes at a fundamental level, and if that comparison bothered you before, this expansion moves the needle without fully erasing it. Four new sponsors arrive, including one aquatic-focused faction and a spy-centric one, and Artifact combination chains add a collectible layer to exploration, but none of it patches every hole in the foundation. If you bounced off Beyond Earth at launch and have been waiting for a reason to return, Rising Tide is that reason, especially if you pair it with a water-heavy map setting. If you are a hardcore 4X player expecting a total reinvention, set expectations accordingly. This is a meaningful course correction, not a ground-up rebuild.
