Think of this the way Paradox fans think of a Content Creator Pack rather than a full expansion, except the gap is even wider: this is a Supporter Pack, and it requires the base city-builder Patron to do anything at all. Bought alone, it sits in your library as dead weight. The data here does not enumerate the contents item by item, so I will not pretend otherwise. It falls into the supporter/cosmetic-bonus category rather than adding new systems, buildings, or campaign content, and the store page is where you should check the actual item list before committing. Nothing here changes your build order, your resource curves, or how the settlement AI behaves in the late game. That makes the audience narrow and easy to describe: players who already put dozens of hours into Patron and want to throw something back at Overseer Games, plus completionists who want the achievements-adjacent tidiness of a full library entry. Everyone still deciding whether the base game clicks should skip it entirely and revisit later.
