This is an add-on pack for Nickelodeon All-Star Brawl, so you need the base platform fighter installed for any of it to load. What it adds is roster, not content: Rocko himself, with his own moveset slotted into the same movement and combo system the rest of the cast uses, playable in single-player, local split-screen and online PvP just like the built-in characters. Whether Ludosity bundled anything else with him (alternate colors, extra stage) is best confirmed on the store listing, which spells out the exact contents. Get it if you want a specific 90s Nicktoon in your rotation or you are filling out the character select screen. Skip it if you already have a main and you are not hunting the full roster, since nothing here changes how the base game plays.
