Neptunia Virtual Stars is Idea Factory's music-flavored hack-and-slash RPG where the CPU Goddesses of Gamindustri team up with virtual idols to rescue a planet called Emote from content-devouring antagonists. The core game blends light character action combat with the trademark Neptunia visual novel-style banter, and it leans hard into the real-world VTuber scene as part of its premise. The WACTOR Pack is a DLC add-on that drops additional virtual idol characters from the WACTOR agency into that framework, bringing their likenesses, voices, and associated cosmetic content along for the ride. If you already know and follow the WACTOR talent roster, this pack has an obvious appeal: seeing familiar faces rendered in Idea Factory's chibi-inflected style, hearing their voices attached to in-game content, and having them participate in the idol-saving storyline. That is genuinely the entire pitch. The DLC does not add new story missions, meaningful mechanical depth, or reasons to revisit content you have already cleared. It is a fan-appreciation pack, and the 57 percent mixed Steam rating on the base game signals that even dedicated Neptunia fans found the overall package uneven. From a combat and progression standpoint, the base game itself is serviceable but unremarkable. The hack-and-slash mechanics are shallow by action-RPG standards. Enemy variety thins out quickly, the build options for each Goddess do not evolve in ways that reward long-term theorycrafting, and the music-integration mechanics feel more cosmetic than systemic. For someone coming in hoping for the branching choice architecture or layered worldbuilding that defines the best RPGs in this genre bracket, this is not that game. Neptunia has always been a series that trades on affection for its cast rather than mechanical ambition, and Virtual Stars is no exception. The WACTOR Pack specifically adds value only within a narrow Venn diagram of people who (a) already own and enjoy Virtual Stars, (b) are genuine fans of the WACTOR VTuber group, and (c) want those idols present in their playthrough as a form of fan service. Outside that overlap, there is nothing here that changes the calculus on whether the base game is worth your time. No new quests, no narrative branches, no character build expansions. If you are already inside that Venn diagram, the pack does what it promises without breaking anything. If you are on the fence about Virtual Stars itself, this DLC should not be the thing that tips you. Evaluate the core game first, go in knowing it is a breezy, low-stakes idol adventure with middling combat depth, and only circle back here if the WACTOR roster personally means something to you.
