Pure cosmetic DLC that demands you already own two other paid add-ons just to see it in action. Towa Kiseki fans only, and even then, temper expectations accordingly.

I have a soft spot for VTuber crossover DLC when it actually does something, but this one sits at the far end of the spectrum: a single alternate outfit, no new mechanics, no story content, no added combat moves, nothing that changes how Towa Kiseki plays inside Neptunia Virtual Stars. It unlocks via the Information facility's "Get Extra Items" menu, and that is genuinely the entire feature set. If you were hoping for a beach stage or some kind of seasonal side episode to go with the aesthetic, those hopes get gently dropped into the ocean. Context matters here. Towa Kiseki is herself add-on content, a VTuber character bolted onto a base game that critics and players have consistently described as mechanically uneven. The base game blends third-person shooter play for the four Goddesses with hack-and-slash combat for the V-Idol characters, and the two modes never quite mesh. Towa Kiseki, once unlocked via the separate character DLC, slots into the V-Idol side of that divide. Her melee-focused moveset shares the same combo-string structure as the other VTuber fighters, which means she inherits both the flashy visual appeal and the noted problems with hit feedback that reviewers flagged across the board. Swapping a costume does not fix any of that, and it does not add to it either. What you are paying for here is a visual reskin and the associated achievement ping, assuming you care about your completed-DLC count. The swimsuit design is well-drawn in the character-model style Compile Heart uses throughout, and fans of Towa Kiseki specifically will find it a recognizable take on the character. As purely optional fan-service cosmetics go, it does what it says on the tin. The dependency chain is the real friction: you need the base game, then the Towa Kiseki Character and Story DLC (unlocked only after Chapter 3), and then this. Three separate purchases to put a different outfit on one character. If you are already deep into the Neptunia Virtual Stars DLC ecosystem, have completed Towa Kiseki's Another Episode, and want the full wardrobe, this is a logical if minor addition. If you are on the fence about the character DLC itself, a cosmetic add-on is not the argument that should push you over.
