If you have ever wanted to bully the entire MK11 roster as the Emperor of Outworld himself, this DLC delivers that power fantasy in full - just temper expectations for ranked play.

I will be honest: the main reason to pick up the Shao Kahn DLC is pure, uncut fan service, and there is absolutely nothing wrong with that. The character has been haunting Mortal Kombat rosters as an unkillable final boss since 1993, and getting to wield that same ridiculous power against human opponents scratches an itch that casual and longtime fans alike will recognize immediately. NetherRealm has done right by the character's legacy here, even if the competitive picture is a bit more complicated. In terms of how he actually plays, Shao Kahn is a slow, heavy-damage brawler built around his Wrath Hammer and a summoned Merciless Spear. The hammer is the centerpiece: his Hammer Lunge can be thrown at close or far range, bouncing opponents off the ground for juggle follow-ups, and the sheer mid-range reach of the weapon means he can often threaten enemies before they can threaten him. The Merciless Spear adds a projectile option with an unusually wide hitbox capable of catching crouching opponents, while his Charging Spikes shoulder ram gives him a way to close distance aggressively. Command grabs round out the threat profile, letting him punish opponents who sit and wait. His Fatal Blow chains the spear and hammer together in a brutal sequence, and his Fatality is exactly as over-the-top as franchise veterans would hope. The catch is this: the competitive community placed Shao Kahn near or at the very bottom of MK11 tier lists for most of the game's lifespan. His size makes him an easy target, his slow normals get blown up by faster, more mobile characters, and his approach options are readable once opponents understand the matchup. NetherRealm did push multiple balance patches over the years that improved his viability, moving him from "genuinely unplayable" toward "functional" in most assessments - but if your primary goal is winning online lobbies against serious players, there are better roster choices. For casual players, Towers of Time grinders, and anyone who wants to run story content as the franchise's signature villain, none of that matters much. Hitting those hammer haymakers and watching health bars crater is satisfying in a way that a tier chart cannot capture. The custom gear system in MK11 also means you can spend time building out his look and move variations, which adds a layer of personalisation beyond just picking him in versus mode. He also plays a notable role in the Aftermath story expansion if narrative continuity is your thing. The bottom line on value: this is a single-character add-on that requires the base game.
