There's enough structure to call it a management sim, but the decision space is narrow: you're optimizing a fairly linear upgrade path rather than navigating the branching consequence trees you'd find in deeper sims. What makes it work is the presentation. The writing is genuinely funny, the potato cast has personality, and the hell aesthetic doesn't overstay its welcome.
