I went looking forward to this one, genuinely. A prohibition-era crime sim with turn-based tactical combat, rival mob bosses, and a Romero Games pedigree sounds like a strong pitch on paper. The Expansion Pass bundles Make It Count, a second expansion, and the Al Capone's Fur Coat cosmetic, but the reality underneath that packaging is messy and worth understanding before you commit. Make It Count is the meatier piece of the pass. It drops Maxim Zelnick, the "Mob's Fixer," into Chicago's roster of playable bosses, bringing a new combat ability called Bolster the Ranks that lets him call in reinforcements mid-fight. Alongside him comes the Fixer gangster profession, whose Caltrops ability disrupts enemy movement and whose bribery options can short-circuit combat encounters entirely. The Loan Shark racket opens up a blackmail angle on rival factions, and the weapon pool grows with additions like the Coach Gun, MK VI Revolver, and a couple of legendary pieces. That is a reasonable slate of content for a first expansion. The problem is that Make It Count arrived after a rocky launch that left a significant chunk of the player base already checked out, and the base game's Mixed Steam score reflects how many people never warmed to the blend of management-layer strategy and XCOM-adjacent tactics in the first place. The second expansion included in the pass, Hunt for Aurora, introduces the Vanguard class, a melee-focused frontline fighter with versatile build options, plus dance clubs as a new racket type and a fresh pair of bosses. On paper that rounds out the pass nicely. In practice, Paradox declared Empire of Sin a legacy title on PC, meaning active development stopped, and community frustration over whether both expansions were ever fully delivered on PC is a real and documented concern. The Al Capone's Fur Coat cosmetic is exactly what it sounds like: purely aesthetic, zero gameplay weight. Who is this for? Players who already own the base game, found something they genuinely liked in the prohibition-era setting and turn-based combat loop, and want more boss variety and racket types to experiment with. The Fixer profession in particular adds a tactically distinct option for players who prefer manipulation and disruption over brute force. If you bounced off the base game's choppy economy management or found the combat too shallow, nothing in this pass fixes those foundations.
