The store page sells this as a head start for asymmetrical Dragon Ball multiplayer, and that framing is honest as far as it goes, with one condition it does not shout: this is an add-on that does nothing without DRAGON BALL: THE BREAKERS installed. No base game, no pack. Dimps and Bandai Namco released it alongside the game itself in October 2022, and it lands in the usual bonus-content category rather than adding new maps or Raiders. What you actually get is cosmetic and progression flavor - Survivor customization items and starter perks of the sort that shave a little time off early unlocks.
