Think of the map packs Cities: Skylines keeps shipping, except here the terrain is an alien biosphere and none of it loads without Aven Colony itself installed. Cerulean Vale is an add-on for Mothership Entertainment's colony builder, so the base game is a hard requirement rather than a recommendation. The data I have does not spell out the contents beyond the pack category, so check the store listing for the exact item list instead of trusting a mission count from me. If you have already optimised your nanite throughput, buffered your water table against the dust storms and want one more piece of ground to solve, it is a sensible add.
