Anyone who has bought a Cities: Skylines asset pack knows the trade: more toys, same sandbox. Sapphire is the reverse. No new mechanics, no unlockable trains, no balance to spend. What you get is a curated set of community-built Train Valley 2 levels pulled off the Steam Workshop and packaged by Flazm, so the design thinking comes from players rather than the studio. Steam and PC only, base game required, nothing unlocked outside it. Whether it earns a slot depends on your campaign progress. These levels were built by people who had already beaten the official ones, so the routing puzzles assume you can thread a junction under time pressure without stopping to think. Clear the base campaign first and this reads as a difficulty step, not a wall. The warning: a DLC entitlement sits on one Steam account in one region and never travels, so check your store region, and skip it if Train Valley 2's timing felt like homework.
