The Ultimate Edition assumes you're going to pay that toll. It wraps the base game with the Team Pass DLC bundles, which means the post-launch rosters land in your character select instead of sitting behind a store page you keep meaning to visit. That's the whole pitch. There's no separate mode, no exclusive content, just a roster that's already stocked. Which makes this an easy call in either direction. If you know you like KOF, or you play online where a missing DLC character is a matchup you simply can't practice, the passes are content you'll touch every session. If you're testing the waters, buy the base game. The default roster is enormous and you'll spend a long time before the gaps matter. This is a Series X|S key, so no cross-platform surprises either way.
