Steel Division 2 lives or dies on deck building, where every battlegroup you field is a phased commitment of recon, infantry and armour that you cannot un-pick once the front line moves. This is inline DLC, so it needs a Steel Division 2 Steam key to unlock anything at all. Back To War is an add-on bundle rather than a standalone campaign, and the data in front of me does not itemize it, so check the store listing for the exact division and unit breakdown before you commit. For completionists who already own the base game and want every deck option available in Army General and online PvP, it slots in cleanly. Anyone still learning phase A openings can skip it.
