The best thing this pack does is give your mid-game diplomacy something to actually chew on. It is an add-on for Sins of a Solar Empire: Rebellion, so it does nothing at all without that base game installed. What you get are additional minor factions to seed into maps: independent non-playable groups you can court with resources for bonuses, or wipe out for their planets, which changes how you plan expansion routes and where you park a defensive fleet. The honest caveat is that the exact faction list and their perk tables are not spelled out in the data here, so check the store listing before you commit. For anyone running long single-player games or heavily modded map sets, it adds a genuine extra axis to the early build order.
