Designing a 1905 battleship and then watching it die because I shaved 400 tons off the deck armour is the best feedback loop in strategy sims. Rule the Waves 3 hands you a navy in 1890 and roughly eighty years of naval technology, and every hull you lay down is yours: displacement, belt thickness, turret arrangement, engine power, all arguing with the same budget line. The campaign wrapped around the shipyard (fleet upkeep, refits, rising tension with rival powers, war when the tension breaks) exists so those design calls can hurt you decades later. It is austere. Tables and menus carry the entire presentation, the tutorial assumes you already know what a torpedo bulkhead is for, and fleet actions resolve as sparse top-down icons rather than spectacle. Single-player only, and no mod scene to sand off the edges. Newcomers should not be scared off, though. Take one nation, play twenty in-game years, lose a war badly, and the whole system clicks.
