For completionists who already have Rebel Inc.: Escalation installed and want more variables to juggle, this is an easy yes; everyone else, including anyone who does not own the base game, should walk away, since it will not run standalone. Ndemic put it out in October 2021 as an inline add-on pack, and the data I have does not enumerate its contents, so read the store listing for the exact item list before you commit. Treat it like a Paradox flavour pack: it adjusts numbers you are already optimising rather than handing you a new system. If you have not cleared the base scenarios on higher difficulties, you still have plenty of unexplored math in the game you own.
