The mechanic that defines this one is the flat per-inmate income tick: every prisoner you admit pays out the same fixed rate regardless of security level, staffing, or how you've laid out the block. That single design choice collapses the whole game. There's no reason to specialize wings, no tension between risk and revenue, no punishment for understaffing. You build cells, you admit bodies, the meter goes up. I ran the numbers in my first session and found the optimal strategy is to spam the cheapest cell type until the map runs out of space. That's the build order. That's all of it. What's left is a management sim with no management. Guard AI pathfinds badly and reacts to almost nothing, riots feel scripted rather than emergent, and there's no mod support to patch any of it. The tutorial does explain the basics fairly, which I'll credit, but it's explaining a system that ends before it starts. An 8% positive score from a couple dozen reviews is not a mob overreacting. It's people who counted the same numbers I did. If prison management appeals, the genre has better options that respect your time.
