Natural Law's headline is politics: it bolts a diplomacy and governance layer onto Interstellar Space: Genesis, and it will not launch without the base game installed. The pack leans on new leader and empire management options, expanded diplomatic interactions with the AI empires, and additional content that shows up once your first colonies stop being fragile. The Steam listing carries the full item breakdown, and I would check it before assuming a specific feature is in there rather than in a later update. Who it is for: 4X players already deep enough into ISG to feel the mid-game diplomacy thin out, and completionists who want the whole Praxis stack installed. If you have twenty hours in and are still learning colony development and research priorities, you are not missing anything yet. Nothing here rescues a base game you already bounced off.
