One action per region per turn. That single rule is the entire game, and it reframes everything you do: you are not managing a pandemic, you are solving a scheduling problem where every quarantine you place is a research tick you did not buy, and every lab you fund is a province you let burn. Build order matters more here than in games fifty times its size, because there is no economy to grow your way out of a bad opening. Turn-based, resource-light, single-player, released in 2016 on PC and short enough to finish a campaign in an evening. What frustrates the crowd (37% positive across a small review pool) is fair: the UI is bare, the tutorial teaches the buttons but not the arithmetic behind them, and the AI infection spread reads as pattern-memorisation rather than a real opponent, so a loss often means restart-and-replay rather than adapt. No mods, no depth beyond the one hook. But if you treat it as a puzzle box with a punishing difficulty curve, the constraint is genuinely clever.
