Cities: Skylines gives you an empty map and infinite patience. Copa City gives you a deadline. The build here is event infrastructure rather than a living metropolis: stadium bowls, seating tiers, access roads, transit drop-offs, concession stands, security lanes, all of it graded on the night a crowd actually turns up. Placement is a flow problem before it is an aesthetic one, and a pinch point you shrugged off during planning gets extremely loud when tens of thousands of people try to leave at the same time. Where it wobbles is polish. The interface throws a lot of numbers at you with thin guidance on which ones matter, the camera fights you in tight builds, and framerates sag once the stands fill. Sandbox purists who want endless organic growth will bounce off the scripted, objective-driven structure. Stick with it if watching a plan survive contact with a real crowd is your idea of a good evening.
