Line drawing is the whole experience here: you sketch a route, set the vehicle count, then watch passenger demand punish every lazy stop placement. That loop only exists if you own Cities in Motion, because this Tokyo pack is an add-on and will not launch on its own. What it gives you is a new city to run that loop in, built around Tokyo's density, with map-specific scenario content; the store listing carries the exact item breakdown and I would read it before assuming vehicles are bundled in. For completionists who have already optimised the base campaign's networks to death, it is more of the thing you like. Everyone else can skip it without missing any mechanics.
