Cities in Motion: Tokyo
A decade-old transit expansion that sandwiches Tokyo into a 2011-era city-builder, functional but thin on mechanical depth for strategy players.
GamerScout Verdict
Skip unless you're a completionist with the base game already installed; shallow transit mechanics and dated design.

Every store in this table quotes us in euros, so the EUR figure is the price the seller actually set, not our arithmetic — which is why EUR is also the currency we rank in. We only list an offer here when the store gives us its price in euros, so nothing in this table is a number we invented.
Pick USD, PLN, GBP, CAD or AUD in the header and we convert from EUR at the European Central Bank reference rate — converted amounts are prefixed with ~. Your bank or the store may apply a different rate at checkout. We never hide offers based on where you are: everyone sees this whole table.
We may earn a commission when you buy games through links on this page — at no extra cost to you. It never affects our rankings or verdicts.

About Cities in Motion: Tokyo
I picked up Cities in Motion: Tokyo expecting to apply serious transit optimization to Japan's capital. Instead, it's a straightforward expansion pack that plops Tokyo onto the same bus-and-rail framework as the base game, with all the mechanical limitations that entails. The map itself is recognizable and the density is there, but the simulation doesn't reward the kind of granular planning that makes transportation sims compelling. Route management feels more like box-ticking than strategic problem-solving. This expansion makes sense only if you're already invested in the base game and want a new map to tinker with. The 60% positive rating on a handful of reviews suggests it delivers what it promises, just not much more. If you're after serious transit depth or want Tokyo in a modern city sim, Cities: Skylines would serve you better. This is a 2011 relic best left for completionists.
