I've played enough Paradox transit sims to know when a city-builder is phoning it in. Cities in Motion: Paris is essentially a map pack with a Paris skin slapped over the base game's 2011 engine. You're managing buses, trams, and metro lines across iconic landmarks, but the toolset is bare-bones by modern standards. No road building, no zoning, just route planning on a fixed urban grid. The AI is predictable, and the simulation depth doesn't justify the 2012 architecture. Unless you're already running the original Cities in Motion and want a specific Paris scenario, skip this. The 40% Steam rating isn't harsh, it reflects a game that exists mainly as a nostalgic footnote.
