This one is for the veteran who has already run a profitable metro network across the base game's maps and wants tighter European street grids to fight against. Everyone else should walk away, and here is why. The extra city layouts lean hard on narrow one-way systems and dense historic centres, which means your usual four-line bus skeleton chokes on turn restrictions before you ever unlock trams. There is no fresh tutorial layer, no new mechanical wrinkle, just harder geometry stacked on top of a route planner that already asked a lot of you. If you can read a passenger heat map and adjust departure intervals without opening a wiki, the campaign scenarios here will give you a genuine constraint puzzle, and Workshop support means you can patch around the parts that annoy you. If you cannot, the difficulty reads as unfairness rather than depth. The negative reception makes sense to me: this expects fluency the base game never really taught, and it charges you for terrain instead of tools.
