In practice, the mission scripting is inconsistent. Some scenarios play out with satisfying cause-and-effect logic, while others run into bugs or AI behaviour that breaks immersion completely. Highway traffic that ignores your lights and sirens, suspects who rubberband erratically during chases, and NPCs who clip through geometry are recurring complaints in the review base, and the 56 percent positive score on Steam reflects that frustration fairly.
