I want to like PAYDAY 3 more than its Mixed Steam rating lets me. The bones are genuinely good: eight heist maps set across New York City, each with dual-track design that lets a four-person crew choose between a careful stealth approach or a full firefight, and randomized objective placements that keep subsequent runs feeling different enough to justify a second go. The gunplay is snappy, the enemy AI pushes back with real aggression once alarms start blaring, and the moments when a crew executes a clean silent run - tagging guards, hacking keypads, managing civilian witnesses - deliver the kind of tight co-op tension that almost no other game in this genre gets right. The problems pile up quickly, though. PAYDAY 3 launched in September 2023 as an always-online-only game, with no offline fallback whatsoever. Even solo play through bots requires a live server connection, and at launch those servers collapsed almost immediately under player load. The matchmaking infrastructure failed so completely that the studio's CEO was publicly apologizing within 24 hours of release. The servers have stabilized since, but the always-online requirement remains a structural liability for anyone who values owning what they paid for - the day those servers go dark, the game goes dark with them. The progression design is the other wound that hasn't fully healed. Unlocking new weapons and gear is gated behind a challenge-based system rather than direct XP rewards, which means the game actively punishes you for playing heists the way you enjoy them. Want to run stealth on every map because that's your thing? Fine, but you'll grind sideways through specific challenge requirements to unlock the loadout options you actually want. With only eight heists at launch - a thin roster compared to PAYDAY 2's sprawling catalogue built up over years - content exhaustion arrives faster than the gear grind resolves itself. Critics noted that the limited heist count makes the slow progression apparent much quicker than it would be in a deeper content pool. For a returning PAYDAY veteran with patient friends and a stable connection, there is still a worthwhile game here when the stars align. The stealth mechanics are the most refined the series has ever had, the co-op tension during a loud escalation is exactly as chaotic and satisfying as you'd want, and cross-platform multiplayer means your crew doesn't need to be on the same platform. But newcomers expecting the depth of a live-service shooter with years of updates behind it will find a game that launched light and has been playing catch-up ever since. The Mixed Steam score across 65,000 reviews is not a fluke - it reflects a genuine split between players who found the core loop good enough and those who couldn't forgive the infrastructural choices around it.
