Train Valley 2's base campaign is a resource-chain puzzle wrapped in railroad management: you haul goods, build production links, and try not to cause a catastrophic pileup at a junction. This DLC layers a second pressure system on top of that foundation. Passengers appear at stations with destinations, and the catch is a hard single-occupancy rule per platform: the moment a second commuter arrives, a train dispatches immediately whether your network is ready for it or not. That involuntary departure is the entire tension engine of these 20 new levels, and it works. The collision risk is the real teeth of the design. Lose a train to a crash and you forfeit the locomotive, the passenger, and the track segments destroyed in the explosion, all of which translate into lost time and score. So the decision loop becomes: do I build a holding bypass to buy seconds, or do I accept a lower score and route the forced departure through whatever capacity I have? That is exactly the kind of binary-with-consequences choice I want from a puzzle-sim, and the levels ramp difficulty in a way that keeps the question fresh rather than just adding more trains to the same map layout. Content volume is the honest weakness here. The 20 company-mode levels clock in at roughly six to eight hours of playtime, with earlier levels clearing in ten minutes and the harder ones demanding twenty to thirty. For a DLC attached to a game with a 50-level base campaign, that is serviceable but not generous. The saving grace is full level editor integration: the passenger mechanic is available as a building block in the editor and via Steam Workshop, which means the community has been generating supplemental content since launch. If you treat the 20 curated levels as a tutorial for the mechanic and the Workshop as the actual long tail, the value proposition improves considerably. One tension worth flagging for strategy-minded buyers: the game sits in an awkward middle space between a score-chasing challenge game and a relaxed puzzle experience. Leaderboards are present and visible, which nudges you toward optimization, but the design does not commit fully to hard time-pressure the way a score-attack game would. If you want a tight competitive loop, this hybrid approach will frustrate. If you want a puzzle game where efficiency is its own reward rather than a ranked obligation, the same design reads as pleasant rather than punishing. Know which camp you are in before deciding. Base game ownership is mandatory, obviously. But if you are already invested in Train Valley 2 and want a mechanical expansion that changes how you think about routing rather than just adding more of the same freight puzzles, Passenger Flow adds genuine complexity without dismantling what the base game built. Six new unlockable locomotives and five new sound themes round out the package without meaningfully moving the needle either way.
