It's tighter and more puzzle-like than the base game, with fewer degrees of freedom but sharper decision trees once you understand what Berlin's market actually wants. The trade-off is that this feels like spreadsheet optimization wrapped in a thin veneer. If you bounced off the original Highrise because it felt hollow, Berlin won't convert you.
