The core loop works: dispatch a car, wait for resolution, rinse and repeat while petty decisions compound into precinct-wide consequences. The problem is execution. The UI feels like it was designed for a 2010 corporate intranet, tooltips are sparse, and the tutorial doesn't explain what you're actually optimizing for until you've failed a few times.
