I track leader ability sheets the way some people track fantasy sports rosters, so when Firaxis dropped a pass promising 18 new leader selections for Civilization VI, I went in with a colour-coded spreadsheet ready. What I found was a package that sits in an uncomfortable middle ground: genuinely interesting in spots, disappointingly thin in others, and only a real purchase decision for the narrow slice of players who paid for base Civ 6 content a la carte rather than through the Anthology bundle. The structural pitch is straightforward. Six DLC packs rolled out between November 2022 and March 2023, each landing three leaders at a time. Twelve of the 18 are entirely new faces for the roster, while six are alternate persona takes on existing leaders with revised abilities and updated agendas. The alternate persona concept is the more interesting half. Ptolemaic Cleopatra redirects her focus toward food, culture, and appeal on floodplains rather than the trade-route bonuses of the original. Suleiman the Magnificent ties his military strength to the Golden Age cycle from Rise and Fall, hitting harder when enemies are outside a Golden Age and banking science and culture bonuses when his own empire is thriving. Varangian Harald Hardrada slashes city-state levy costs by 75% and turns those levied troops into faith, culture, and science generators through combat wins. Qin Shi Huang the Unifier converts barbarian units into Chinese soldiers on contact, which sounds gimmicky until mid-game when you realise it amounts to a free standing army funded by the map itself. These are genuine decision-point shifts, not palette swaps. The all-new leaders are where the community's frustration lives, and the Mixed review score reflects it honestly. The CivFanatics verdict on several of the new additions was blunt: abilities feel recycled from existing modifier templates, with limited imagination applied to what the game's effects system is actually capable of. Firaxis acknowledged this quietly by patching Julius Caesar, Wu Zetian, Harald Hardrada, and Abraham Lincoln with buffed abilities after the console launch, which is either welcome post-launch support or an admission that the launch state was underbaked, depending on your tolerance for that kind of thing. There are no new civs, no new districts, no new game modes, and no new wonders here. If you came from the New Frontier Pass expecting a comparable scope of content, you will be underserved. Who does this actually make sense for? Dedicated Civ 6 players who own the full Anthology already have this at no extra cost, full stop. For everyone else, the value calculation depends on whether you care about leader variety specifically. If your main enjoyment in Civ 6 comes from the diplomacy layer and replaying familiar civs with fresh strategic constraints, the persona leaders in particular offer enough mechanical novelty to shake up a few hundred more hours of play. The Great Negotiators pack (Lincoln, Queen Nzinga Mbande, Sultan Saladin) and the Rulers of China pack (with Yongle's district production angle and Wu Zetian's post-patch espionage rework) are the strongest individual packages. The weaker packs feel like content that exists to fill a release schedule rather than deepen the game. One practical note for anyone reading compatibility fine print: some leaders require prior DLC packs beyond the base game to function, so check your library before committing. The pass is sold as a bundle only, not split by individual pack.
