Let's be honest about what this is. The Commander-In-Chief Pack is a three-item cosmetic-plus drop that started life as a pre-order bonus before going on sale separately. You get the 'Merica weapon, the Screaming Eagle VTOL jet, and the Uncle Sam outfit. That's the whole box. If you were hoping for new missions, story beats, or ranked co-op content, keep walking. The 'Merica is the only piece here worth talking about in any real depth. It's a custom minigun body with a flamethrower and rocket launcher bolted to it, plus a cluster of additional weapons surrounding the barrel. You toggle between the flamethrower and rocket launcher with the reload button, and everything fires simultaneously when you hold the trigger. On paper that sounds absurd in a fun way, and it is, for about ten minutes. The practical downsides are real though: the muzzle climb is uncontrollable, the screen gets half-obscured by muzzle flash, ammo burns through at a brutal rate, and it costs a lot in-game to fully upgrade. It also, somehow, cannot damage tanks, which is a baffling design call for something that looks like it was assembled from a military surplus warehouse. When you equip it, the radio cuts out and the Marines' Hymn starts playing, which is either the funniest thing in the game or the most annoying depending on how long your session runs. The Screaming Eagle VTOL is a jet that fires rockets from its talons and outputs a disabling shriek. It fits the Saints Row IV sandbox well enough since the base game already has chaotic vehicle combat, but it doesn't change how any of that plays. The Uncle Sam outfit is exactly what it sounds like, stars and stripes with the tall hat, and it looks exactly right on a superpowered alien-punching US President running at 200mph through a simulated Steelport. Value question: if you own Saints Row IV: Re-Elected, this content is already bundled in with the other 24-odd DLC packs, so do not buy this separately. If you're on the base game and genuinely love the 'Merica's chaos loop or just want the aesthetic, it's a minor add. I wouldn't call it a priority pick. Cosmetic DLC packs at this age are really about finishing the collection, not changing how the game plays. If that's your thing, fine.
