That combined wallet gives new players real flexibility to invest in better weapons, vehicle upgrades, or newer business properties that the Starter Pack does not cover. Here is the honest context though: since around January 2021, Rockstar bundled the Criminal Enterprise Starter Pack into the standard Premium Edition of GTA V at no extra cost. If you already own the Premium Edition, you have the Starter Pack. The only new value in this specific bundle for those players is the Whale Shark Card virtual currency, and the listing itself warns you not to buy it if the Starter Pack is already in your library. For a completely fresh player on Xbox who bought a base copy of GTA V and wants to skip the early grind, this bundle does deliver a meaningful shortcut into business gameplay and lobby readiness. The properties give you income-generating operations from day one, the garage gives you respectable wheels for missions, and the cash card opens up investment options that normally sit behind hours of repetitive contact missions. Just go in knowing the vehicles and weapons lean toward cosmetic value more than competitive edge, and that GTA Online's economy has inflated considerably since 2017, so even a Whale Shark Card will not fully fund the most expensive current-gen toys.
