Those points fuel a pachinko-style gacha machine where falling objects bounce into scoring bins, and the better you position your Gunma-shaped paddle, the faster your point total compounds. Accumulate enough GP and you can convert a neighboring prefecture to Gunma. The converted region joins your resource pool, feeding the machine with its own local goods, which in turn accelerates the whole chain. There is no failure state. Other prefectures do not retaliate. The entire map is a timer challenge, not a contested war, and the satisfaction comes from efficiency rather than strategy. If you are chasing the online leaderboard times, you will care about routing order and gacha timing. If you are not, you are watching a comedy sketch with light finger-tapping between laughs. As a strategy game, measured by the standards I normally apply, this barely registers. There is no tech tree, no diplomacy, no AI opponent worth dissecting, no mod ecosystem, and no late-game complexity to reward a second playthrough. The visual presentation looks like a mobile port that was not dressed up for the PC transition, because that is essentially what it is, tracing back to a mobile release that accumulated over a million downloads in Japan. The Reiwa 2nd National Census Edition is notable specifically because it updates the regional population figures to reflect actual 2020 census data, which is the sort of joke-as-patch-note that tells you everything about the dev team's sensibility. The local co-op support for up to four players is a genuine addition; playing this as a party game with people who have even a passing familiarity with Japanese prefectural geography produces surprisingly loud arguments about routing priority. The honest warning for Western players is that roughly half the humor depends on knowing something about Japan beyond Tokyo and Kyoto. The translation reads like it was handled quickly and without much polish, which paradoxically fits the game's aesthetic but does blunt some of the regional jokes. Anyone going in blind from the strategy or simulation tags will almost certainly bounce off it inside twenty minutes.
